What is School-Based Care Review?

  • School Care Review is a time for a student or family member to meet with school and community agency representatives concerning their needs. The School Care Review Team collaborates with community partners to develop and implement a plan to address student needs.  Care Review Team meetings last approximately one hour. This is usually enough time to gather information and formulate an action plan for the student. The purpose of the SCRT is to support the academic process through prevention and intervention services. In addition, SCRTs educate school personnel on the early warning signs of mental health issues with students.

    The SCRT is a collaboration of invested stakeholders dedicated to providing services and support to students within Cumberland County Schools (CCS). The SCRT CANNOT:

    • Develop 504 or IEP Plans.
    • Diagnose, test, or screen for presenting problems of mental health. 
    • Mediate between students and families.
    • Authorize for services.

    The SCRT may consist of, but is not limited to:

    • Family members and natural supports
    • CCS Personnel
    • Mental Health Providers
    • Alliance Behavioral Healthcare
    • Department of Social Services
    • Department of Juvenile Justice

    Referral Process

    Administrators, teachers, parents, and student services personnel may refer students to the SCRT for anything that would cause concern about the well-being and safety of a student.

    Concerns may include:

    • Suicidal Ideation
    • Behavior Issues
    • Medical Issues
    • Depression
    • Anxiety
    • Cutting

    Care Review Consultants

    Care Review Consultants (CRC’s) are licensed School Counselors and School Social Workers that adhere to the NC Professional School Standards. The role of CRC’s is to build meaningful partnerships with students and families, to facilitate the Care Review meetings, to provide case management, and to offer staff training and parent workshops such as: Darkness to Light (Stewards of Children), Youth Mental Health First Aid (facilitated by Alliance BHC), More than Sad, and Resilience.

    CRC’s also conduct Structured Psychotherapy for Adolescents Responding to Chronic Stress (SPARCS), a 16-session group clinical intervention for youth ages 12-18.  SPARCS is designed to address the needs of chronically traumatized adolescents who may still be living with ongoing stress and may be experiencing problems in several areas of functioning.
